Modern Crisis Management Tools

Abstract:
Major efforts have been undertaken in the European Union and the United States to compensate for the deficits encountered by emergency services in responding to natural and man-made disasters. Hitherto, R&D progress with a significant potential for practical application has been made in the topic areas: (a) mobile, automated detectors for field use in hazardous environments; (b) risk assessment using 3D computer modeling; (c) deployment of ad hoc networks for establishing real-time multiband communication; and (d) decision support systems integrating visual, audio, numerical and qualitative information. The paper addresses the current status of these hardware- and software developments.
